I am divorced and signed a quit claim deed and my ex modified without my signature even after I notified bank in writing that I did not want to modify they did anyway is this legal and what can I do to get out of modification the loan is hurting my credit

If your name is on the mortgage docs, then your signatures should be taken in order to refinance the loan. It is strange that the lender allowed loan modification without your permission.

This indeed is strange and I think you should talk to the lender once about this.
