need a cash out refinance to repair house

I live in California and have an investment property in Texas, owned for 20 years, I need to make repairs and needed a cash out to pay for it, but have been turned down because of Texas Homestead Law. Anyway to get around that rule? I dont want to sell it but I might have to because I dont have the money to repair it. I paid off the home in early 2000's and got a cash out to complete the remodeling at that time. Is their anyway to get to get a cash-out refinance done?

Hi Fabian TX has some unique laws - since you own the home out right getting a cash out loan is possible but TX law limits how much you can borrow How much did you think the home is worth and what did you want to borrow?
