Hi,
I am an American citizen, and I want to buy for my mom a property in Moscow, who is a Russian citizen. If she borrows the money there, she will be charged a ridiculous annual interest rate, therefore I want to borrow money here, US, so we can make a purchase. Please advice, what is the best way to obtain loan with less interest rate possible.

You will get a mortgage at low interest rate only if you have a good credit score and income. Apart from this, you should also have the required debt to income ratio. Moreover, as you will be purchasing the property in a different country, it will remain the lender's discretion whether or not he will give you a mortgage.
