Just a personal opinion, but I never considered a spiral staircase as "functional". From a marketing standpoint, it also eliminates a large spectrum of the market including the elderly, the obese, or even really tall people. However, it does solve the ingress/egress problem, under certain assumptions. For instance, where does the staircase go? to the basement or another bedroom? We really don't have enough information to give you the right advice. There is obviously some type of problem or the appraiser would not have said anything.
Now, you can either accept the advice of the appraiser or get a second opinion. However, all I am saying is that this is not something that you should take lightly and just find someone who will "make it work". You might want to consider the issues you will have to face if/when you want to sell the house in the future. I am not trying to discourage you from buying the house, but I just want you to make a rational decision rather than an emotional one.
