hi i just moved to my home in arkansa and would like to refinance my house.

In order to refinance your mortgage, you should have equity in the property. If your property is underwater, then you won't be able to refinance the loan. You can speak to your current lender and try for a refinance. However, it's not mandatory to refinance the loan with the same lender and you can even speak to other lenders as well. Shopping for mortgage will help you in getting better rates and terms.
