I am required to put my unused sick day buyout and insurance opt-out money into a 403-b when I retire at the age of 55. May I withdraw that money without penalty before the age of 59-1/2?

As far as I know, you will have to pay a penalty if you withdraw money out of your 403-b retirement account before 59-1/2 years of age.
