Who is familiar with the Business Cannons Program and where can i go to get info on how to get help in finding funding?

I haven't heard of the Business Cannons Program. How did you come across this program?

I was offer to be part of a project and one of the principal mentioned that the we may consider getting the funding from Business Cannons. But no one has any clue who business Cannons is and how they work. I have done research on it and I can't find anything about the program; not sure if they go by another name. This website was the only one that briefly explained the program. I have research the US treasury, Fed Resv, and other financial institutions but no luck. If you have any suggestion where I can go and do more research please let me know.
