flood rezoning notifications

my son had a contract to buy a home. after he paid for inspection,appraisal and title search the bank informed him he would have to carry flood ins. the seller's did not disclose this. they are saying they did'nt know this. my question is, if when the seller's bought this home it was'nt concidered in a flood zone and were'nt required to carry flood ins. and latter the property was rezoned and concidered in a flood zone would the mortage co. been notified and also the ins. co. that was insuring the property.

we don't know when the flood map was updated most recently. however, i've seen this type of query only within the past several months, which leads me to believe that the remapping is a fairly recent event.

i don't know if and when a creditor and an existing homeowner would be notified, if at all, that the remapping has taken place and that flood insurance would subsequently be needed.

i think in this case that the sellers, in all likelihood, didn't know of the remapping and are selling the home in good faith. but of course, i don't know them, do i?
