I just purchased a home in Feb 09. My property assessment went down by 150k in June. Will I receive a refund at the end of the year for the difference in taxes paid into escrow?

you may very well - it would make sense for your lender, in its escrow analysis, to make that determination. don't look for it at the end of the year, however. escrow analysis time (maybe next summer?) will be when you'll see it.
