Hi doslabird,
You can directly speak to the lenders of your area and check out if they can offer you such type of loans. Speaking to a few lenders will give you an idea about the prevailing market rates.
However, if you want, you can even speak to the lenders of this community and seek a no obligation free mortgage consultation from them. This will let you know whether you will get such type of loans or not. You will also get a fair idea about the type of rates you can expect to get.

doslabird, how about the following:
lousiana housing finance agency
the finance authority of new orleans
louisiana recovery authority
new orleans neighborhood development collaborative
that's 4 agencies that do soft seconds that i found on a google search. i hate to ask this, but are you absolutely certain you're a real estate agent in new orleans?
