A brother has checking and savings account. Brother gets sick and puts
sister on bank account. The brother dies, does sister have to pay inheritance tax on 1/2 of the money in the accounts?

Yes, when you file you taxes next time.

Thats a income for sister and needs to be reported to IRS.

When it is green, you pay tax on it.
