No permanent foundation, it is on jacks, and was wheeled in. I live in a rural area in California. Do you think any lender will refinance?

However, you will be able to qualify for personal property loans. You will be getting such loans from the retailers who sell mobile homes. However, you should keep in mind that personal property loans are available at a higher interest rate.
