can the note and mortgage be dated prior to the date the borrowers sign them and the settlement date on fha loan

I too feel this shouldn't be the case. The note and the mortgage doc should not be dated prior to the date when borrowers sign them.

Although some banks do allow the dates to be different I don't believe this would be the case for FHA. THey are probably doing what is called "back dating". It is certainly the case if they are asking you to date the docs for the same date as the documents state.
