Most fannie/freddie shops will do foreign national as long as the income is US earned and the borrower can show a legal right to be in the US.

Does the borrower earn money in the US or overseas?
How much in assets can they show and is it in US banks or overseas?
What LTV are they looking for?
What is the property type?

Before anyone says they can do a loan they should probably try to get more information about the scenario.

Emigrant Savings Bank does them in Florida
ING does any borrower with a credit score.
