In my opinion, it will be better if you can take out the mortgage in the state where you plan to move.

I agree, You should definitely get the mortgage in the state that you are moving to in 2 years as it makes more sense.

You can get the mortgage from any lender who is licensed to do mortgage loans in TN. That could be a lender located in FL or TN or a lender located in any other state who is authorized to lend in TN.
