Who can help me negotiate through this maze of different Citibank people in regard to short sale, forebearance, second mortgage Citibank etc.

What kind of counselor is there to contact and where?

It will a better idea to negotiate with your lender yourself rather than taking the help of specialists or attorneys. Many a times, it has been found that the companies who offer to help people facing such crisis turn out to be scams. As a result, the borrowers are left in a mess.
