how can you collect back property taxes from someone?

In Georgia if two people not married own a home one lives in the home and has been paying the property taxes upkeep and insurance for twenty years how can this person collect back taxes from the owner who has paid nothing including insurance and upkeep?

I would suggest you to contact an attorney who will help you in this regard. He/she would let you know whether or not you would be able to collect the back taxes from that person.
