can georgia dream program be use in conjuction with Mortgage credit certificate...My understanding is that the mortgage credit certificate can't be used with some some state or county bonds. Also will it make sense to use mortgage credit certificate if you owe no state or federal income tax.

As far as I know, you may get the benefit of Mortgage Credit Certificate (MCC) in Georgia. You will get this tax credit depending upon the mortgage interest paid per year. So I don't think you will face any problem if you do not owe taxes to IRS.
