can georgia dream program be use in conjuction with Mortgage credit certificate.

Also will it make sense to use mortgage credit certificate if you owe no state or federal income tax.

You will get this tax credit depending upon the mortgage interest paid per year. So I don't think you will face any problem if you do not owe taxes to IRS.
