My mom is disabled and a veteran that has filed for bankruptcy. She says that she came across a website that said that she could "cancel" a mortgage. Is this the case? What are her options for mortgage help or aide?

If your mother has filed Chapter 13 bankruptcy and has two mortgage, then she can strip off her second mortgage if there is no equity in the property. To know more about lien stripping, check out the given page:
