can i claim a piece of property in Kailua Oahu ( honolulu county ) Hawaii , by paying all the Property Taxes , due to the owner being Deceased and her Only heir , friend / partner is also deceased prior to her demise ?

If there are other heirs to the property, then you will have to take permission from them in order to transfer the property in your name. If there are no other heirs, you should take the opinion of a real estate attorney and then transfer it in your name.
