The buyer is supposed to first qualify for the down payment assistance before going to the lender. This is probably why they are "shying away" from the question.

After the sub-prime mortgage crisis, seller or lender funded down payment assistance programs have become extinct. Thus, it is very unlikely that any lender would want to assist you with down payment to make the purchase. You will have to come up with the required down payment from your own funds or from any of your friends or relatives as gift.
