Can my mother get a home equity line of credit on a manufactured home if she does not own the land?

Banks thus far have denied her because she does not own the land. She does pay SOME property tas - but only $200 a month.

However, she may seek a no obligation free mortgage consultation from the lenders of this community. This consultation may help her know whether or not she would qualify for a loan. Thanks
