For some reason many banks cannot refinance in Texas because of this law. What is it and why does it make refinancing in Texas such an arduous ordeal?

As far as yellow rose of texas is concerned it is unofficial anthem of the texas and is very popular.... let us see for eric's reply. keep in touch.....
