i am having trouble finding information about what has been called the tx yellow rose laws. for some reason many banks cannot refinance in texas because of this law. what is it and why does it make refinancing in texas such an arduous ordeal?

When I searched on the official website of texas government in legislation section.I found nothing ......zero results found.....

As far as yellow rose of texas is concerned it is unofficial anthem of the texas and is very popular....
