My mother & deceased father are the owners of a timeshre in Buena Vista,Fl. My mother wants to put the timeshare under my name. FYI:Same last name. The timeshare is Sheraton Vistana. The week/unit/property is paid off. Maintenance fees are all she pays besides taxes.

What steps do you recommend to complete the change of ownership & conveying the financial responsibility?

A timeshare is a real property interest like a house. You will have to use a deed and record it in the county recorder where the property is located. Since your father is deceased and can't sign the deed, you will need a court order to transfter the property interest. Depending on your locality, you may be able to do an Affidavit of Heirship. Check with a local probate or real estate lawyer with questions.
