Rates vary as per activities at Wall Street and national economy in general. If Federal Reserve Board raises key interest rate, which depends on the economic state, lenders also respond by raising their yields to investors which results in increase in mortgage rates. If economic conditions are not good then, FRB takes measures to revitalize the economy and may result in reduction in rates.
