We are tired of living in an apt and have found a fixer mobile in a park, we need to know if there is a possibility of borrowing (some how) enough to buy the mobile and fix a few of the problems it has. the asking price is only $4500

You can definitely borrow the amount you require in order to buy a mobile home of your own. It's much easier to get qualified for a mobile home mortgage loan if the property has fixed and permanent foundation.

However, you can also apply for personal property loans for buying a mobile home loan.

Where else besides the back could I ask for a loan in order to do this?
It will need some fixing but I think we can manage it better if we get a loan for the mobile.
