If I have 10% to put down on a construction-to-permanent loan, must I go through FHA, or can I do a regular mortgage loan? My 3 credit bureau scores range from 821 to 900.

You do not have to go with FHA. It will all depend upon the lender you are working with. However, if you could get an FHA loan I would recommend that.

I agree, This depends on the lender you are working with and how they work, Your best bet would probably be to ask there support.
