I added his name to the title (only) years ago so that he would be able to attend homeowners meetings. Now I want his name removed in case of foreclosure or a quick sale in the future.

You will have to ask your partner to sign a quitclaim deed and remove his name from the property deed. Unless he signs the deed, you won't be able to remove his name from the deed.
