loan amount: @172500, 100 ltv, rate term refi, dti=49%, fico 722, 30 yr fixed, full doc, indiana state, SFR detached, owner occupied. have a full package ready to go. need a rate between 6.5 and 7%

With those details, you should be able to find a lender for the refinance. Are you working as LO somewhere?

That has FHA written all over it. Or is 172500 already a push? Even though the DTI is high you should be able to provide and explanation and show all the other compensating factors. It will help if they have assets and stable job. How long have they lived in the house?
