In a Marital Property state (Illinios) is a non borrowing spouse required to sign a TIL (Truth in Lending Statement) Reg Z ? The non borrowing spouse has signed the Lien as well as the Right of Recission, and is on Title.

I do not know Illinois laws, but, what you are saying sounds correct.

In New Jersey, if nonborrowing spouse is or is not on title, and the mortgage is on the marital home, that person signs the Mortgage (to give up their rights in the event of foreclosure), and the TIL and Right of Rescission to acknowledge that someone is refinancing a property in which they have an ownership interest and that is is OK with them.

If the mortgage is on a home that is not the marital home, the same documents are signed only if the nonborrowing spouse is on title.
