generally, my opinion is that whoever hires a surveyor will pay a surveyor. i suspect there's more to your story than that simple question, however. if so, please elaborate and you might get a more specific answer.

In a real estate sales transaction, usually the seller pays for the survey, but it is negotiable, as most terms in a sale transaction.
