Payoff debts with refund

If a person goes for refund can he use that refund to payoff other debts which he owns?

You can use the tax refund to pay off debts. In fact, most people consult a tax advisor and calculate the refund that they will possibly get. So, they try to spend the money prior to getting the refund and then when they are offered the refund money, they can make up for the cash paid for the expenses earlier.
