I have paid for my home but the owners on the deed are deceased. what legal papers do i need to file and where do i file them. p.s.The owners were no relation to me.

I will suggest you to have a word with your real estate attorney and take his/her opinion in this regard. The attorney will be the best person to guide you in this regard.
