I have property that I am going to put a modular home on it for my primary residence. The total cost for the work that needs to be done to the property and the cost of the modular is approximately $155,00. Can I pay half of that with cash and get an fha mortgage for the remainder.

If you are putting 50% down, then you would not need an FHA loan. You can go just about any bank willing to get involved with your modular construction.
