I live in a condo and it is mortgage free. The association wants to place a lien on my condo if I do not replace my sky lights by a specified time. Can he do this?

The condo association has the rights to place a lien on your property if you do not follow their rules and regulations. However, for further advice on this issue, you can consult an attorney and get his opinion in this regard.
