My home was foreclosed last year in Michigan. We filed bankruptcy and were discharged. Now we get a letter from the health department say they will not allow transfer until we fix the septic. Am I responsible?

As the property is already foreclosed upon by the lender, I don't think it would be considered as your property any longer. Thus, the health department should not pose any problem in allowing the transfer of the property. However, to be on the safer side, I would suggest you to speak to an attorney and he would help you taking the right decision.
