I have a 2 bedroom Condo in Chicago that's worth about 137,000. My morgage is too high and I don't want to refinance again. I would like to know what are my options?

As you said you could try and rent the location out, or sell the home if you do not want to refinance. That being said look into the possibility of low cost programs for refinancing such as FHA streamline (if you have FHA) or the DU Refi Plus (if you have conventional) as their lower costs and not having appraisals (if you qualify) may make sense for you to get the payment down.
