there've been a lot of questions on this topic, so it's time to share some knowledge. below is a list of every state that provides first time homebuyer programs, along with down payment assistance programs, if they also exist. keep in mind, please, that each program is subject to change and that you ought to be in direct contact with your state housing agency to determine your own qualifications.
Alabama - Alabama Housing Finance Authority (ahfa.com)
does not offer a mortgage program at this time, but does have information about a program called "Step Up." that program does offer down payment assistance.
Alaska - Alaska Housing Finance Corporation (ahfc.us). They have 2 first-time buyer programs as well as down payment assistance programs.
Arizona - Arizona Housing Finance Authority (housingaz.com/azhfa). they offer first-time home buyer program and down payment assistance also.
Arkansas - Arkansas Development Finance Authority (arkansas.gov/adfa). they offer first-time home bueyr program and down payment assistance also.
California - California Housing Finance Agency (calhfa.ca.gov). most of their programs are suspended, though some specialized programs remain. there is limited down payment assistance availability.
Colorado - Colorado Housing Finance Authority (chfainfo.com). they offer first-time homebuyer program and down payment/closing cost assistance, also.
Connecticut - Connecticut Housing Finance Authority (chfa.org). they offer first time homebuyer programs as well as down payment/closing cost assistance programs. some (mostly urban) areas are eligible for a rate discount.
Delaware - Delaware State Housing Authority (destaethousing.com). they offer first time homebuyer and down payment assistance programs.
Florida - Florida Housing Finance Corporation (floridahousing.org). they offer first time homebuyer and down payment/closing cost assistance programs.
Georgia - Georgia Department of Community Affairs (dca.state.ga.us). they offer first time homebuyer program as well as down payment/closing cost assistance program.
Hawaii - Hawaii Housing Finance and Development Corporation (hawaii.gov/dbedt/hhfdc). they offer first time home buyer program, but down payment/closing cost assistance program has been suspended.
Idaho - there is no state-run program. however, Idaho Housing and Finance Association - Ida Mortgage (ihfa.org), which is not a state agency, has a first time homebuyer program and down payment assistance program. these are closely related to programs offered by the various states.
Illinois - Illinois Housing Development Authority (ihda.org) "I-Loan," the first time homebuyer program, has been suspended.
Indiana - Indiana Housing & Community Development Authority (in.gov/hcda) offers a first time homebuyer program and down payment assistance program as well.
Iowa - Iowa Finance Authority (iowafinanceauthority.gov) offers a first time homebuyer program and a limited down payment assistance program.
Kansas - Kansas Housing Resources Corporation (kshousingcorp.org) does not offer a first time homebuyer program, but does have a down payment assistance program.
Kentucky - Kentucky Housing Corporation (kyhousing.org) offers a first time homebuyer program, as well as down payment assistance program.
Louisiana - Louisiana Housing Finance Agency (lhfa.state.la.us) offers a first time homebuyer program as well as down payment/closing costs assistance program.
Maine - Maine State Housing Authority (mainehousing.org) offers a first time homebuyer program as well as down payment/closing cost assistance program.
Maryland - Maryland Department of Housing and Community Development (mmprogram.com) offers a first time homebuyer program as well as down payment and closing costs assistance program.
Massachusetts - Mass Housing (masshousing.org) offers a first time homebuyer program; however, there is no down payment or closing costs assistance program available.
Michigan - Michigan State Housing Development Authority (michigan.gov/mshda) offers a first time home buyer program as well as down payment/closing costs assistance program.
Minnesota - Minnesota Housing Finance Agency (mnhousing.gov) offers a first time homebuyer program as well as down payment and closing costs assistance program.
Mississippi - Mississippi Housing Corporation (mshc.com) offers a first time home buyer program as well as down payment and closing costs assistance program.
Missouri - Missouri Housing Development Commission (mhdc.com) offers a first time home buyer program as well as down payment and closing costs assistance.
Montana - Montana Board of Housing (housing.mt.gov) offers a first time homebuyer program in varying forms, as well as down payment and closing costs assistance programs.
Nebraska - Nebraska Investment Finance Authority (nifa.org) - their first time home buyer and down payment and closing costs assistance programs have been temporarily suspended.
Nevada - Nevada Housing Division (nvhousing.state.nv.us) offers a first time homebuyer program as well as down payment and closing costs assistance program.
New Hampshire - New Hampshire Housing (nhhfa.org) offers a first time home buyer program as well as down payment and closing costs assistance progam.
New Jersey - New Jersey Housing and Mortgage Finance Agency (njhousing.gov) offers a variety of first time homebuyer programs; down payment and closing costs assistance is also available.
New Mexico - New Mexico Finance Authority (hmmfa.org) offers first time home buyer program as well as down payment/closing costs assistance.
New York - State of New York Mortgage Agency (SONYMA); website is nyhomes.org. there is a first time home buyer program as well as down payment/closing costs assistance program.
North Carolina - North Carolina Housing Finance Agency (nchfa.com) offers a first time home buyer program as well as down payment/closing costs assistance program.
North Dakota - North Dakota Housing Finance Agency (ndhfa.org) offers a variety of first time home buyer programs as well as down payment/closing costs assistance.
Ohio - Ohio Housing Finance Agency (ohiohome.org) offers a first time homebuyer program as well as down payment/closing costs assistance program.

South Carolina - South Carolina Housing Finance and Development Agency (sha.state.sc.us) offers a first time home buyer program as well as down payment/closing costs assistance program.

Washington, DC - Department of Housing and Community Development (dhcd.dc.gov) offers first time home buyer programs as well as down payment and closing costs assistance.
