tax is the main source of income for govt. Govt uses this money for different puposes. one of them is infrastructure

Tax payer is more benefited as he is saving tax.

Govt. gets advantage. that is collective advantage.

the only question posed was "who benefits from a tax deduction." in that situation, it is essentially meaningless to cite anything about the government.
