i suppose context would be nice to know, but if i am sending something of my own volition, i would expect to pay the fee. if i am the recipient and have requested something be sent, then i might also expect to pay the fee.
if you are a borrower and you've been quoted a courier fee on your good faith estimate, then you will, indeed, be paying that fee. neither the sender nor the recipient will do so.
