report frozen due to state legislation-My client froze there experian credit report because fha only requires 2 scores. The problem is in repository message on the credit report it reads report frozen due to state legislation. So the underwriter requested we unfreeze it or the statement is removed. Is there anyway of freezing a bureau without placing a security freeze on it.

I don't think so. You will have to place a security freeze on it.
