david, you'll have to bring suit against the owner. if your deposit falls within the dollar limits, you can do so in small claims court and you can do it yourself without the aid of an attorney, if you wish.
call the small claims court in your area to get directions on what to do. one thing you will need to do to begin with is to send a certified letter to your landlord and demand payment of what is owed you.
once you obtain judgment in the court, you ought to be repaid; but you can certainly place a lien on the property. again, check with the court, and they may be able to assist you with that. otherwise, you may have to discuss the lien procedure with an attorney.
