How long can I lock in a certian rate untill it expires for a refinance? The loan people say when it expires it would go up a 1/4 of a percent?

The rate lock period will be told to you by your lender. Normally, there is a 30 days rate lock period. Once the rate lock period expires, you'll have to go for the rate as available in the market.
