if property inherited by many people, how can 1 person own this property who is already paying all the expenses for the property.

Welcome gertrude,

The person who is paying for all the expenses in relation to the property should ask the other heirs to sign a quitclaim deed/warranty deed and transfer the property to him/her. This will make him/her the sole owner of the property.
