Your mother will have to file an affidavit of heirship at the county recorder's office and get the property transferred in her name. Once the property is in her name, she can sign a quit claim deed and add your brother to the property. This will make him one of the owners of the property. Then she can add your brother to the property by signing a quit claim deed. Thanks
