when a child is left a home from a parent, when the deed is transferred how much tax do they have to pay for a home in PA. and is the mortgage required to be refinanced or can they just pay the mtg
currently on the home

The transfer taxes will vary from state to state. You should contact the county recorder's office or a real estate attorney and they will be able to assist you in this matter.
