Is there any legal way to get my ex-partener off the deeds of the house on the basis that he stopped paying the mortgage,he is willing for the house to get repossessed,hes going to decleare himself bancrupt and is in and out of a mental hospital?
surely, you can get his name out from the deed with just a quit claim document but if he is really in a mental hospital then you need to prove it in order to get the ownership of the property otherwise it may come under court jurisdiction.

not only is what manoj said sensible, but if your husband is "in and out of a mental institution," then any business he transacts could be construed as questionable based on his mental state.
You can get all rights provided on your husband's mental condition. medical certificate is required as proof.
Get a attorney first and he or she shoudl be able ablt to get this cleard pretty quick, if you can produce proper documention.
