can a lender hold my deed until I pay them a fee for preparation of a release and recording?

I paid my timeshare off in 2007 and received a letter from an Accelerated Assets who say they have a copy of my warranty deed. They say they need $74.00 to complete the release and record the same before they will send it to First American Title to be recorded by them and then onto Maricopa County in Arizona to be recorded and sent to me. Can they hold my warranty deed hostage until I send them the $74.00???
