can my mom stop me from talking to a non family member that lives across the street leglly?
Can she put a restraing order on this person when they live across the street because im a minor?

Yes your mom can file a restraining order against a minor (under 18 years) and stop him from talking to you.

Welcome to the forum.

Why is your mother restraining you to talk with "non family member that lives across the street". Now I have to agree with Mac that as you are still a minor and have not reached 18 you mother can stop you as a legal guardian.
